मुख्य सचिव आनन्द बर्द्धन की अध्यक्षता में मंगलवार को सचिवालय में वाइब्रेंट विलेज योजना से सम्बन्धित राज्य स्तरीय संचालन समिति की बैठक आयोजित हुई। बैठक के दौरान मुख्य सचिव ने वाइब्रेंट विलेज से सम्बन्धित योजनाओं को प्राथमिकता के आधार पर पूर्ण किए जाने के निर्देश दिए हैं।
मुख्य सचिव ने कहा कि योजनाओं को समयबद्धता से पूर्ण किए जाने हेतु केंद्र सरकार में संबंधित मंत्रालयों से लगातार संवाद करते हुए प्रक्रिया में तेजी लाई जाए। उन्होंने कहा कि योजनाओं को समयबद्धता के साथ पूर्ण किए जाने हेतु लगातार मॉनिटरिंग की जाए।
उन्होंने योजनाओं की प्राथमिकता तय किए जाने के भी निर्देश दिए हैं। उन्होंने कहा कि जिन योजनाओं के क्रियान्वयन में एक से अधिक विभागों की भूमिका है, ऐसी महत्वपूर्ण योजनाओं को समयबद्धता के साथ पूर्ण किए जाने हेतु संबंधित विभागों से लगातार समन्वय बनाया जाए।
मुख्य सचिव ने कहा कि योजनाओं के चयन में भी जनपदों द्वारा गंभीरता से विचार किया जाए। उन्होंने कहा कि वाईब्रेंट विलेज के दृष्टिकोण से अति महत्त्वपूर्ण योजनाओं पर जनपदों को विशेष ध्यान दिए जाने की आवश्यकता है। ऐसी योजनाएं तैयार की जाए जिनसे वाईब्रेंट विलेज योजना के उद्देश्यों की पूर्ति हो।
मुख्य सचिव ने वाइब्रेंट विलेज एरिया में सिविल एवं आर्मी के मध्य सामंजस्य के लिए शीघ्र ही वर्कशॉप आयोजित किए जाने की बात कही। उन्होंने कहा कि कार्यशाला में वाईब्रेंट विलेज के दृष्टिकोण से राज्य सरकार के महत्त्वपूर्ण विभागों, आईटीबीपी, भारतीय सेना, भारत सरकार के प्रतिनिधियों को शामिल किया जाए।
सचिव श्रीमती राधिका झा ने बताया कि योजना के तहत गृह मंत्रालय को 524 प्रोजेक्ट भेजे गए थे, जिसमें से 181 को स्वीकृति प्राप्त हो गयी है। उन्होंने बताया कि 181 प्रस्तावों में से 115 वाईब्रेंट विलेज एवं 66 को कन्वर्जेंस के माध्यम से फंडिंग की जाएगी। उन्होंने बताया कि जिन 93 कार्यों के लिए धनराशि जारी हो चुकी है, उनमें से चमोली जनपद के 18 में से 14 प्रोजेक्ट में कार्य शुरू किया जा चुका है।
पिथौरागढ़ के 62 कार्यों में से 38 कार्य शुरू हो चुके हैं, जबकि शेष 24 कार्यों के लिए निविदा प्रक्रिया जारी है। उत्तरकाशी के 13 कार्यों में से उरेडा के 8 कार्य हैं जिनका 80 प्रतिशत कार्य पूर्ण हो चुका है एवं 5 कार्य वन विभाग के हैं जिनका 60 प्रतिशत कार्य पूर्ण हो चुका है।
