जिला प्रशासन ने जनपद में संचालित और प्रस्तावित अल्ट्रासाउंड व अन्य रेडियो डायग्नोस्टिक सेंटरों के पंजीकरण और नवीनीकरण को लेकर सख्त मानक तय कर दिए हैं। जिलाधिकारी सविन बंसल ने स्पष्ट किया है कि जनसुरक्षा से जुड़े सभी मानकों के पूर्ण अनुपालन के बिना किसी भी डायग्नोस्टिक सेंटर को संचालन की अनुमति नहीं दी जाएगी।

जिला प्रशासन द्वारा पिछले छह माह से मानकों के अनुरूप डायग्नोस्टिक सेंटरों के नए पंजीकरण और पूर्व से संचालित केंद्रों के नवीनीकरण की प्रक्रिया सख्ती से लागू की जा रही है। इसके तहत पहली बार दून में ऐसे केंद्रों को ही अनुमति दी जा रही है जो जनसुरक्षा और नियामकीय मानकों पर पूरी तरह खरे उतरते हैं।

जिलाधिकारी ने निर्देश दिए हैं कि सभी अस्पतालों, अल्ट्रासाउंड एवं रेडियो डायग्नोस्टिक सेंटरों को क्लीनिकल एस्टैब्लिशमेंट एक्ट 2010 के प्रावधानों का पालन करना अनिवार्य होगा। इसके साथ ही बायोमेडिकल वेस्ट मैनेजमेंट रूल्स के तहत बायोमेडिकल कचरे के सुरक्षित निस्तारण की समुचित व्यवस्था करना भी जरूरी होगा। अल्ट्रासाउंड सेवाएं प्रदान करने वाले केंद्रों के लिए पीसीपीएनडीटी अधिनियम का अनुपालन भी अनिवार्य किया गया है।

उन्होंने बताया कि पंजीकरण अथवा नवीनीकरण के दौरान स्वच्छता एवं सफाई व्यवस्था, भवन की संरचनात्मक सुरक्षा, फायर सेफ्टी प्रमाण पत्र, बायोमेडिकल वेस्ट निस्तारण की वैध व्यवस्था, सीवेज ट्रीटमेंट सिस्टम तथा प्रदूषण नियंत्रण बोर्ड की एनओसी अनिवार्य रूप से प्रस्तुत करनी होगी।

जिलाधिकारी ने संबंधित अधिकारियों को निर्देश दिए कि सभी आवेदनों की गहन जांच के बाद ही पंजीकरण या नवीनीकरण किया जाए। यदि किसी केंद्र में अनियमितता पाई जाती है तो उसके खिलाफ नियमानुसार सख्त कार्रवाई करते हुए सेंटर, क्लीनिक या अस्पताल को सील भी किया जा सकता है।

उन्होंने कहा कि जनपद में स्वास्थ्य सेवाओं की गुणवत्ता बनाए रखने और आमजन की सुरक्षा को सर्वोच्च प्राथमिकता देते हुए इन मानकों का कड़ाई से अनुपालन सुनिश्चित किया जाएगा।
