मुख्यमंत्री पुष्कर सिंह धामी ने बुधवार को मुख्यमंत्री स्वरोजगार योजना के तहत 3848 लाभार्थियों के बैंक खातों में 33.22 करोड़ रुपये की धनराशि का मुख्यमंत्री आवास से ऑनलाइन माध्यम से वितरण किया।

उन्होंने कहा कि राज्य सरकार का संकल्प है कि उत्तराखंड का युवा नौकरी ढूंढने वाला नहीं, बल्कि नौकरी देने वाला बने। उन्होंने कहा कि मुख्यमंत्री स्वरोजगार योजना राज्य की उन प्रमुख योजनाओं में से एक है, जिसने वास्तविक रूप से पलायन को रोकने, रिवर्स माइग्रेशन को बढ़ावा देने और स्थानीय स्तर पर रोजगार सृजन में महत्वपूर्ण भूमिका निभाई है।

मुख्यमंत्री ने कहा कि कोविड-19 के दौरान लौटे प्रवासी, युवा उद्यमी, कारीगर, हस्तशिल्पी एवं शिक्षित बेरोजगार इस योजना के प्रमुख लाभार्थी हैं। योजना के अंतर्गत राज्य के मूल और स्थायी निवासियों को विनिर्माण, सेवा एवं व्यापार क्षेत्र में राष्ट्रीयकृत, सहकारी एवं क्षेत्रीय ग्रामीण बैंकों के माध्यम से ऋण सुविधा उपलब्ध कराई जा रही है। विनिर्माण इकाइयों के लिए ₹25 लाख तक और सेवा एवं व्यापार इकाइयों के लिए ₹10 लाख तक की परियोजना लागत अनुमन्य है। योजना के अंतर्गत परियोजना लागत का 15 से 25 प्रतिशत तक मार्जिन मनी उपादान (सब्सिडी) के रूप में प्रदान किया जा रहा है। योजना के अंतर्गत लगभग 32 हजार लाभार्थियों को जोड़ने का लक्ष्य रखा गया था, इस योजना से अब तक 35 हजार से अधिक लाभार्थी लाभान्वित हो चुके हैं। योजना के तहत अब तक ₹1,389 करोड़ से अधिक का ऋण वितरण किया गया है, जिससे लगभग 64,966 नए रोजगार सृजित हुए हैं। मुख्यमंत्री ने कहा कि यह प्रमाण है कि योजना केवल कागज़ों में नहीं, बल्कि धरातल पर सशक्त रूप से कार्य कर रही है।

मुख्यमंत्री ने इसे छोटे व्यापारियों और आत्मनिर्भरता की दिशा में प्रदेश के लिए एक “गेम चेंजर योजना” बताया। उन्होंने कहा कि योजना की सफलता को देखते हुए वर्ष 2025 से मुख्यमंत्री स्वरोजगार योजना 2.0 (MSY 2.0) प्रारंभ की गई है, जिसमें MSY और नैनो योजना का एकीकरण किया गया है। नई व्यवस्था में सब्सिडी की सीमा 15 प्रतिशत से बढ़ाकर 30 प्रतिशत तक कर दी गई है। साथ ही भौगोलिक, सामाजिक और उत्पाद बूस्टर की अवधारणा के अंतर्गत अतिरिक्त 5 प्रतिशत सब्सिडी का प्रावधान किया गया है, जिससे योजना आर्थिक के साथ-साथ सामाजिक रूप से भी सशक्त बनेगी।

मुख्यमंत्री ने इस दौरान मुख्यमंत्री स्वरोजगार योजना से लाभार्थियों से संवाद भी किया। लोहाघाट, चंपावत के श्री कमल सिंह पार्थोली ने कहा कि उन्होंने स्मार्ट लाइब्रेरी के लिए इस योजना के तहत 10 लाख रुपये का लोन लिया। अभी यहां 130 बच्चे पढ़ रहे हैं, वे अब ई-लाइब्रेरी भी बनाएंगे। उधम सिंह नगर के श्री प्रदीप अग्रवाल ने बताया कि उन्होंने गाड़ी सर्विस के कार्य के लिए 10 लाख रुपये का लोन लिया; वे पहले साइकिल रिपेयरिंग का कार्य करते थे। उत्तरकाशी के श्री जसपाल ने बताया कि उन्होंने फिटनेस क्लब की स्थापना के लिए 10 लाख रुपये का लोन लिया, अब वे इसका और विस्तार कर रहे हैं। पौड़ी गढ़वाल के श्री अयान मंसूरी ने बताया कि उन्होंने रजाई और गद्दा निर्माण के कार्य के लिए 10 लाख रुपये का लोन लिया, उनके साथ इस रोजगार से प्रत्यक्ष और अप्रत्यक्ष रूप से कई लोग जुड़े हैं। इस साल उनका कारोबार तीन करोड़ रुपये होने का अनुमान है। बागेश्वर की श्रीमती चंपा देवी ने कहा कि उन्होंने मोबाइल सेल एंड सर्विस के लिए सात लाख रुपये का लोन लिया था। इस कार्य से उनकी आजीविका बढ़ी है।
