देहरादून 25 मार्च। मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में हुई उत्तराखंड मंत्रिमंडल की बैठक में राज्य से जुड़े कई महत्वपूर्ण प्रस्तावों को मंजूरी दी गई। कैबिनेट ने न्यायिक अधिकारियों को वाहन खरीद के लिए सॉफ्ट लोन, गेहूं खरीद के न्यूनतम समर्थन मूल्य, नई ‘उत्तराखंड वीर उद्यमी योजना 2026’ और सेतु आयोग के गठन सहित कुल 15 अहम निर्णय लिए।

कैबिनेट ने लोक निर्माण विभाग की एडीबी समर्थित पुल सुधार परियोजना के तहत एक करोड़ रुपये से अधिक की कंसल्टेंसी राशि के टेंडर को मंजूरी दी। न्याय विभाग के अंतर्गत राज्य में कार्यरत न्यायिक अधिकारियों को वाहन खरीदने के लिए 10 लाख रुपये तक का सॉफ्ट लोन देने का निर्णय लिया गया है। इस पर इलेक्ट्रिक वाहनों के लिए 4 प्रतिशत और अन्य वाहनों के लिए 5 प्रतिशत ब्याज दर लागू होगी।

वन विभाग में मुख्य प्रशासनिक अधिकारी पद के लिए न्यूनतम सेवा अवधि 25 वर्ष से घटाकर 22 वर्ष करने का निर्णय भी लिया गया है। ऊर्जा विभाग के तहत प्रधानमंत्री सूर्य घर मुफ्त बिजली योजना में 31 मार्च 2025 तक जिन लोगों के सौर संयंत्र लग चुके हैं, उन्हें राज्य सरकार की सब्सिडी का लाभ देने की अनुमति दी गई।

उच्च शिक्षा विभाग के अंतर्गत स्वामी राम हिमालयन विश्वविद्यालय, देहरादून से संबंधित विषयों के उपबंध एवं नियमन के लिए परिनियम के प्रख्यापन को भी मंजूरी दी गई। गृह विभाग के अंतर्गत उत्तराखंड लोक और निजी संपत्ति वसूली अधिनियम 2025 की नियमावली लागू करने के लिए वित्त, न्याय और विधायिकी विभागों से परामर्श के बाद अनुमति दी गई है।

इसके अलावा होमगार्ड्स समूह ‘क’ और ‘ख’ सेवा संशोधन नियमावली के प्रख्यापन को भी स्वीकृति मिली है, जिससे केंद्रीय प्रशिक्षण संस्थान में कमांडेंट पद पर पदोन्नति की प्रक्रिया सुचारू हो सकेगी। भारतीय न्याय संहिता लागू होने के बाद पुलिस विभाग में डिजिटाइजेशन और कंप्यूटर आधारित जांच व्यवस्था के लिए नेशनल इंस्टिट्यूट फॉर इलेक्ट्रॉनिक्स एंड इंफॉर्मेशन टेक्नोलॉजी के विशेषज्ञों की नियुक्ति को भी मंजूरी दी गई।

कार्मिक विभाग के तहत पुलिस, पीएससी, आईआरबी, प्लाटून कमांडर, अग्निशमन अधिकारी और वन दरोगा जैसे वर्दीधारी पदों की सीधी भर्ती के लिए पूर्व नियमावली की व्यवस्था को अगले तीन वर्षों तक बनाए रखने का निर्णय लिया गया है।

माध्यमिक शिक्षा विभाग से जुड़े एक प्रस्ताव पर कैबिनेट ने उपसमिति गठित करने का निर्णय लिया है, जिसमें एडेड स्कूल बनने से पहले की शिक्षकों की सेवा को पदोन्नति के लिए मान्यता देने के मुद्दे पर विचार किया जाएगा।

खाद्य एवं नागरिक आपूर्ति विभाग के तहत रबी विपणन सत्र 2026–27 में किसानों से गेहूं खरीद के लिए भारत सरकार द्वारा घोषित न्यूनतम समर्थन मूल्य 2585 रुपये प्रति क्विंटल देने का निर्णय लिया गया है। इसके तहत 2.2 लाख मीट्रिक टन गेहूं खरीद का लक्ष्य रखा गया है। साथ ही गेहूं और धान खरीद पर मंडी शुल्क 2 प्रतिशत ही लिए जाने का फैसला किया गया है।

कैबिनेट ने उद्योग विभाग की नई ‘उत्तराखंड वीर उद्यमी योजना 2026’ को भी मंजूरी दी है। यह योजना मुख्यमंत्री स्वरोजगार योजना की पूरक योजना होगी, जिसमें 10 प्रतिशत लक्ष्य पूर्व सैनिकों और पूर्व अग्निवीरों के लिए आरक्षित रहेगा। योजना के तहत पर्वतीय और मैदानी क्षेत्रों में अलग-अलग दरों से 15 से 30 प्रतिशत तक सब्सिडी प्रदान की जाएगी।

इसके साथ ही राज्य योजना आयोग के स्थान पर ‘सेतु आयोग’ के गठन, उसके कार्यक्षेत्र और संगठनात्मक ढांचे के निर्माण को मंजूरी दी गई। वहीं उत्तराखंड की पंचम विधानसभा के वर्ष 2026 के सत्रावसान को भी मंत्रिमंडल ने स्वीकृति प्रदान की।
