उन्होंने बताया कि टियर-2 और टियर-3 शहरों के विकास से उत्तराखंड के देहरादून, हरिद्वार और हल्द्वानी जैसे शहरों को विशेष लाभ मिलेगा। प्रत्येक जनपद में महिला छात्रावास की व्यवस्था से महिला सुरक्षा, शिक्षा और सशक्तिकरण को नई मजबूती मिलेगी। ‘ईज़ ऑफ डूइंग बिजनेस’ और ‘विश्वास आधारित शासन’ की अवधारणा से निवेश, रोजगार और जनभागीदारी को बढ़ावा मिलेगा।
