राज्य के सभी 13 जनपदों में 80 से अधिक स्थानों पर हुई मॉक ड्रिल

भूकंप तथा भूकंप जनित आपदाओं से बचाव तथा भूकंप आने पर विभिन्न रेखीय विभागों की तैयारियों को परखने के लिए शनिवार को राज्य के सभी 13 जनपदों में 80 से भी अधिक स्थानों पर राज्य स्तरीय मॉक ड्रिल का आयोजन किया गया। यह पहला अवसर है जब यूएसडीएमए द्वारा इतने बड़े स्तर पर मॉक ड्रिल आयोजित की गई। उत्तराखण्ड राज्य आपदा प्रबंधन प्राधिकरण द्वारा आयोजित मॉक ड्रिल की निगरानी राज्य आपातकालीन परिचालन केंद्र से की गई। मुख्य सचिव श्री आनंद बर्द्धन ने एसईओसी पहुंचकर मॉक ड्रिल का निरीक्षण किया। उन्होंने जिलाधिकारियों से वीडियो कांफ्रेंसिंग के माध्यम से संवाद कर राहत एवं बचाव कार्यों की स्थिति, टीमों की तैनाती, क्षति तथा विभागीय समन्वय की वास्तविक तैयारियों की जानकारी ली। साथ ही उन्होंने ग्राउंड जीरो पर मौजूद इंसीडेंट कमाण्डरों तथा राहत एवं बचाव कार्य में जुटे कर्मियों से भी बात की। इस दौरान उन्होंने जनपदों से पूछा कि राज्य स्तर पर उन्हें किस प्रकार के सहयोग की आवश्यकता है।

मुख्य सचिव श्री आनंद बर्द्धन ने कहा कि इस राज्यव्यापी मॉक ड्रिल का उद्देश्य भूकम्प जैसी आपदा में प्रशासनिक तत्परता का परीक्षण, विभिन्न विभागों के मध्य आपसी समन्वय को मजबूत करना, संचार एवं समन्वय तंत्र की खामियों की पहचान कर उन्हें दूर करना तथा फील्ड स्तर पर त्वरित प्रतिक्रिया क्षमता का आकलन करना है, ताकि वास्तविक आपदा की स्थिति में किसी प्रकार की देरी या भ्रम की स्थिति उत्पन्न न हो।

मुख्य सचिव ने सभी जिलाधिकारियों को निर्देशित किया कि मॉक अभ्यास का विस्तृत डाक्यूमेंटेशन तैयार किया जाए और अभ्यास के दौरान जिन कार्यों में कमी या सुधार की आवश्यकता महसूस हुई है, उन्हें जिला स्तर पर प्राथमिकता के आधार पर दूर किया जाए। उन्होंने यह भी आश्वासन दिया कि शासन द्वारा इन सुधारात्मक गतिविधियों के लिए आवश्यक संसाधन, तकनीकी सहायता और सभी तरह का सहयोग उपलब्ध कराया जाएगा।

निरीक्षण के दौरान उन्होंने विशेष रूप से जोर दिया कि रेस्क्यू एवं रिलीफ टीमों के रिस्पांस टाइम को और बेहतर किया जाए, आईआरएस प्रणाली के तहत अधिकारियों द्वारा अपने-अपने दायित्वों की पुनः समीक्षा की जाए, एसईओसी और डीईओसी के बीच संचार व्यवस्था को अधिक प्रभावी बनाया जाए तथा अस्पतालों, स्कूलों, विद्युत परियोजनाओं और अन्य महत्वपूर्ण अवसंरचनाओं से जुड़े विभाग अपने एसओपी को दोबारा परखकर उनकी तत्परता सुनिश्चित करें। उन्होंने कहा कि ऐसे मॉक अभ्यास राज्य की आपदा प्रबंधन क्षमता को मजबूत करते हैं और वास्तविक संकट के समय सुव्यवस्थित कार्रवाई सुनिश्चित करने में अत्यंत प्रभावी सिद्ध होते हैं।

मा0 उपाध्यक्ष राज्य सलाहकार समिति, आपदा प्रबंधन विभाग श्री विनय कुमार रुहेला ने कहा कि भूकम्प मॉक ड्रिल राज्य की वास्तविक तैयारी का महत्वपूर्ण परीक्षण है और इस अभ्यास से मिली सीख को तुरंत लागू करना आवश्यक है। उन्होंने कहा कि ड्रिल के दौरान जिन बिंदुओं पर सुधार की आवश्यकता सामने आई है, उन्हें विभागीय स्तर पर शीघ्रता से दूर किया जाए तथा फील्ड में तैनात सभी टीमें अपने-अपने दायित्वों के अनुरूप तत्परता बढ़ाएं। उन्होंने यह भी कहा कि जिला प्रशासन, यूएसडीएमए और सभी संबंधित विभाग आपसी समन्वय को और मजबूत करें, क्योंकि किसी भी आपदा में त्वरित और संगठित प्रतिक्रिया ही जन-जीवन की सुरक्षा सुनिश्चित करती है। श्री रुहेला ने अधिकारियों को निर्देश दिया कि उपकरण, जनशक्ति और संचार व्यवस्थाओं की समीक्षा नियमित रूप से होती रहे।

सचिव आपदा प्रबंधन एवं पुनर्वास श्री विनोद कुमार सुमन ने कहा कि जिन उद्देश्यों को लेकर मॉक ड्रिल आयोजित की गई, उन्हें हासिल करने में सफलता प्राप्त हुई है। कुछ कमियां मिलीं हैं, जिन्हें दूर किया जाएगा ताकि वास्तविक आपदा के समय किसी प्रकार की दिक्कत न आए। उन्होंने कहा कि अभ्यास में जो भी कमियां सामने आई हैं, उन्हें बिना किसी देरी के दूर किया जाए और सभी विभाग अपने सुझाव एवं अवलोकन यूएसडीएमए के साथ साझा करें, ताकि ड्रिल के वास्तविक अनुभव आगे की तैयारी में उपयोगी साबित हों।

उन्होंने यह निर्देश दिया कि आवश्यक उपकरणों की उपलब्धता में किसी प्रकार की कमी न रहे और जिन उपकरणों का उपयोग फील्ड में किया जाना है, उनके संचालन का पूर्ण प्रशिक्षण अनिवार्य रूप से दिया जाए, ताकि किसी भी आपदा स्थिति में टीमें तुरंत और कुशलतापूर्वक कार्य कर सकें। उन्होंने यह भी कहा कि मॉक ड्रिल में शामिल सभी विभाग अपने रिस्पांस का व्यवस्थित डाक्यूमेंटेशन तैयार करें, जिससे प्रतिक्रिया समय, समन्वय और संसाधनों के उपयोग का गहन विश्लेषण हो सके।

सचिव सुमन ने क्विक रिस्पांस टीमों को और अधिक सक्षम, संसाधनयुक्त और त्वरित कार्रवाई के लिए तैयार रखने पर बल दिया, साथ ही स्वयंसेवकों की संख्या बढ़ाकर उन्हें नियमित प्रशिक्षण प्रदान करने की आवश्यकता बताई। उन्होंने कहा कि राज्य सरकार का लक्ष्य स्पष्ट है-आपदा में शून्य मृत्यु और इसे वास्तविकता में बदलने के लिए सभी विभागों को अपनी तैयारियों को और मजबूत, अधिक प्रभावी और समयबद्ध बनाना होगा।
