मुुख्य सचिव आनन्द बर्द्धन की अध्यक्षता में उत्तराखंड निवेश और आधारिक संरचना विकास बोर्ड (यूआईआईडीबी) की कार्यकारिणी समिति की बैठक में राज्य में बुनियादी ढांचे के विकास से जुड़ी परियोजनाओं के नियोजन एवं क्रियान्वयन से जुड़े कामों को तत्परता से संचालित करने पर जोर दिया गया। बैठक में यूआईआईडीबी के संगठनात्मक ढांचे का सुदृढीकरण करने तथा विभिन्न स्तरों पर अधिकारों के विकेन्द्रीकरण के संबंध में भी विस्तार से चर्चा कर इससे जुड़े प्रस्ताव बोर्ड की आगामी बैठक में रखने का निश्चय किया गया।

यूआईआईडीबी की कार्यकारिणी समिति की 8वीं बैठक सचिवालय स्थित मुख्य सचिव सभागार में आयोजित हुई। बैठक की अध्यक्षता करते हुए मुख्य सचिव श्री आनन्द बर्द्धन ने यूआईआईडीबी के कार्यों की विस्तार से समीक्षा कर शारदा कॉरीडोर, ऋषिकेश कॉरीडोर एवं हरिद्वार कॉरीडोर परियोजनाओं के़े कार्यों पर विशेष ध्यान दिए जाने के निर्देश दिए। मुख्य सचिव ने कहा कि ऋषिकेश में त्रिवेणीघाट परियोजना के तहत घाट पर गंगाजल की निरंतर उपलब्धता सुनिश्चित कराई जाय। इसके लिए हाइड्रोलॉजीकल अध्ययन कराते हुए विशेषज्ञों द्वारा सुझाए जाने वाले आवश्यक उपाय अमल में लाए जायें। ऋषिकेश में पुराने रेलवे स्टेशन की भूमि पर भूमिगत पार्किंग की व्यवस्था सहित हरित पार्क एवं हेरीटेज फारेस्ट वाक-वे के निर्माण की परियोजना के प्रस्तावों की समीक्षा करते हुए मुख्य सचिव ने कहा कि इस परियोजना के रख-रखाव एवं संचालन की व्यवहार्यता का समुचित आकलन कर लिया जाय। मुख्य सचिव ने कहा कि हरिद्वार-ऋषिकेश तक रैपिड रेल ट्रांसपोर्ट सिस्टम के विस्तार एवं ऋषिकेश से देहरादून के मध्य रेलवे लाईन के निर्माण किए जाने की संभावनाओं को देखते हुए ऋषिकेश में रेलवे स्टेशन व इसके निकटवर्ती क्षेत्रों में भविष्य की आवश्यकताओं का ध्यान रख जरूरी अवस्थापना सुविधाएं विकसित करने के प्राविधान भी शामिल किये जायें। मुख्य सचिव ने ऋषिकेश में शहर के अंदर भीड़ एवं यातायात के अत्यधिक दबाव को देखते हुए आईएसबीटी और चारधाम यात्रा पंजीकरण केन्द्र को उपयुक्त स्थल पर पुनर्स्थापित करने के मामले में मंडलायुक्त, पुलिस, जिला प्रशासन, पर्यटन, परिवहन, संयुक्त रोटेशन व्यवस्था समिति सहित सभी संबद्ध हितधारकों से विचार-विमर्श कर प्रस्ताव तैयार किए जाने के निर्देश दिए।

हरिद्वार कॉरीडोर की परियोजनाओं की समीक्षा करते हुए मुख्य सचिव ने कहा कि आगामी कुंभ मेला को देखते हुए इस परियोजना के स्वीकृत कार्यों को समयबद्ध ढंग से पूरा किया जाय। मुख्य सचिव ने हरिद्वार में सुरक्षा, यातायात एवं भीड़ प्रबंध के लिए उच्च तकनीकी व आधुनिक सुविधाओं से युक्त इंटीग्रेटेड कमांड एवं कंट्रोल सेंटर बनाए जाने के लिए मेला नियंत्रण कक्ष के निकट उपयुक्त स्थान की व्यवस्था किए जाने के साथ ही इस परियोजना के प्रस्तावों में मेलाधिकारी, जिलाधिकारी, पुलिस अधीक्षक के सुझावों को शामिल किए जाने की हिदायत दी। हरिद्वार में घाटों के विस्तार, पार्किंग, रोपवे, पैदल मार्गों के निर्माण तथा परिवहन, सार्वजनिक प्रसारण व्यवस्था, विभिन्न प्रकार की नागरिक सुविधाओं से जुड़ी योजनाओं का समयबद्ध क्रियान्वयन किए जाने के निर्देश देते हुए मुख्य सचिव ने कहा कि चंडीघाट में सांस्कृतिक केन्द्र और मल्टी मॉडल टूरिज्म निर्माण की महत्वाकांक्षी योजनाओं को जमीन पर उतारने के लिए भी तेजी से आगे बढा जाये। मुख्य सचिव ने देहरादून में यमुना कॉलोनी के पुनर्विकास, नए ग्रीनफील्ड शहरों का विकास की योजना सहित यूआईआईडीबी द्वारा प्रस्तावित अन्य योजनाओं के लिए भी समुचित प्रस्ताव तैयार करने के निर्देश दिए।
