मुख्यमंत्री पुष्कर सिंह धामी ने गुरूवार को मुख्यमंत्री आवास स्थित मुख्य सेवक सदन में मुख्यमंत्री सौर स्वरोजगार योजना के विकासकर्ताओं के साथ मुख्य सेवक संवाद कार्यक्रम में प्रतिभाग किया। इस अवसर पर मुख्यमंत्री ने घोषणा की कि मुख्यमंत्री सौर स्वरोजगार योजना से जुड़ी महिलाओं को सौर सखी नाम दिया जायेगा। मुख्यमंत्री सौर स्वरोजगार योजना और स्वरोजगार से जुड़ी अन्य योजनाओं को व्यापक स्तर पर बढ़ावा देने विकासखण्डों में विशेष शिविरों के आयोजन किये जायेंगे। सौर प्लांटों के रख-रखाव के लिए प्रत्येक जनपद में लोगों को प्रशिक्षण दिया जायेगा।
मुख्यमंत्री ने कहा कि इस योजना के तहत राज्य में 250 मेगावाट का लक्ष्य पूर्ण किया जा चुका है। इस योजना को और विस्तार की दिशा में कार्य किये जा रहे हैं। सौर ऊर्जा का स्रोत असीमित होने के साथ ही पर्यावरण के अनुकूल भी है। प्रधानमंत्री श्री नरेंद्र मोदी विभिन्न योजनाओं के माध्यम से सौर ऊर्जा के उपयोग को व्यापक स्तर पर बढ़ावा देने के लिए निरंतर प्रयासरत हैं। प्रधानमंत्री सूर्य घर योजना, पीएम कुसुम जैसी योजनाओं के साथ ही भारत के नेतृत्व में इंटरनेशनल सोलर अलाइंस का गठन सौर ऊर्जा के प्रयोग को बढ़ाने में महत्वपूर्ण भूमिका निभा रहा है। प्रधानमंत्री ने वर्ष 2030 तक सौर ऊर्जा के माध्यम से 500 गीगावाट बिजली उत्पादन का लक्ष्य रखा है। 2070 तक देश को कार्बन न्यूट्रल बनाने का लक्ष्य भी उन्होंने रखा है।
मुख्यमंत्री ने कहा कि प्रदेश में सौर ऊर्जा को बढ़ावा देने के उद्देश्य से नई सौर ऊर्जा नीति भी लागू की है। वर्ष 2027 तक 2500 मेगावाट सोलर क्षमता का लक्ष्य रखा है। राज्य में रूफटॉप सोलर प्लांट्स को बढ़ावा देने के लिए विशेष सब्सिडी प्रदान की जा रही है। पीएम सूर्यघर योजना के माध्यम से भी सोलर पावर प्लांट्स की स्थापना के लिए लाभार्थियों को सब्सिडी दी जा रही है। मुख्यमंत्री सौर स्वरोजगार योजना के अंतर्गत 20 से 200 किलोवाट तक की परियोजनाएं स्थापित करने पर 20 से 50 प्रतिशत तक का अनुदान दिया जा रहा है। महिलाओं, अनुसूचित जाति व जनजाति वर्ग के साथ -साथ दिव्यांगजनों को 5 प्रतिशत का अतिरिक्त अनुदान भी दिया जा रहा है। योजना के अंतर्गत संयंत्र स्थापित करने के लिए ऋण पर 4 प्रतिशत की सब्सिडी दी जा रही है। यूपीसीएल द्वारा पावर परचेज एग्रीमेंट के माध्यम से 25 वर्षों का अनुबंध कर बिजली खरीद की गारंटी भी सुनिश्चित की गई है। पूरी प्रक्रिया को पारदर्शी और तकनीकी रूप से मजबूत बनाने के लिए आवेदन से लेकर आवंटन तक की व्यवस्थाओं को ऑनलाइन पोर्टल के माध्यम से सरल, सुलभ और दक्ष बनाया गया है।
मुख्यमंत्री ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी जी के नेतृत्व में भारत विकसित एवं आत्मनिर्भर राष्ट्र बनने की दिशा में तेजी से आगे बढ़ रहा है। आज भारत 4 ट्रिलियन डॉलर से अधिक की अर्थव्यवस्था बनकर विश्व की चौथी सबसे बड़ी अर्थव्यवस्था के रूप में स्थापित हो चुका है। ’वोकल फॉर लोकल’, ’मेक इन इंडिया’ और ’स्टार्टअप इंडिया’ जैसी पहलों के माध्यम से देश आत्मनिर्भर बनने की दिशा में तीव्र गति से अग्रसर है। उन्होंने कहा कि राज्य सरकार द्वारा पहाड़ों से हो रहे पलायन को रोकने तथा स्थानीय अर्थव्यवस्था और पर्यटन को बढ़ावा देने के लिए भी कई महत्वपूर्ण योजनाओं पर कार्य किये जा रहे हैं। ‘एक जनपद, दो उत्पाद’ योजना के माध्यम से हमने स्थानीय आजीविका के अवसरों को बढ़ावा दिया है, जबकि ’हाउस ऑफ हिमालयाज’ ब्रांड ने हमारे स्थानीय उत्पादों को व्यापक पहचान दिलाने का काम किया है।
संवाद के दौरान उत्तरकाशी के शैलेन्द्र सिंह ने कहा कि मुख्यमंत्री सौर स्वरोजगार योजना पर्वतीय क्षेत्रों के लिए काफी फायदेजनक हैं, इससे बजंर भूमि का सदुपयोग भी हो रहा है। चमोली के विकास मोहन ने कहा कि इस योजना का विकासखण्ड स्तर तक प्रचार हो, ताकि लोग इसका अधिकतम फायदा उठा सकें। पौड़ी की रूपा रानी ने कहा कि महिला शक्ति को बढ़ावा देने के लिए सौर ऊर्जा क्षेत्र में योजना बनाई जानी चाहिए। चम्पावत के केतन भारद्वाज ने कहा कि सोलर प्लांटों के रख-रखाव के लिए प्रशिक्षण की व्यवस्था होनी चाहिए।
इस अवसर पर प्रमुख सचिव आर.मीनाक्षी सुंदरम, अपर सचिव एवं निदेशक उरेडा श्रीमती रंजना राजगुरू, प्रबंध निदेशक यूजेवीएनएल संदीप सिंघल, प्रबंध निदेशक पिटकुल पी.सी.ध्यानी मौजूद थे।
