देहरादून: मुख्यमंत्री पुष्कर सिंह धामी ने सोमवार को मुख्यमंत्री आवास स्थित मुख्य सेवक सदन में मुख्य सेवक संवाद के तहत ‘‘गाँव से ग्लोबल तक होम स्टे’’ संवाद कार्यक्रम में प्रतिभाग किया। इस अवसर पर मुख्यमंत्री ने राज्यभर से आए होमस्टे संचालकों से बातचीत कर राज्य में होमस्टे को बढ़ावा देने के लिए उनके महत्वपूर्ण सुझाव लिए।

मुख्यमंत्री ने कहा कि राज्य सरकार द्वारा होम स्टे को तेजी से बढ़ावा दिया गया है। होम स्टे संचालक प्रदेश में आने वाले पर्यटकों को ठहरने अच्छी सुविधा के साथ राज्य की संस्कृति, परंपरा, खानपान, पहनावे से भी अवगत करा रहे हैं। उन्होंने कहा कि उत्तराखंड की असली आत्मा गाँवों में बसती है। जहाँ प्राकृतिक सुंदरता, समृद्ध संस्कृति और पारंपरिक विरासत का अद्भुत संगम एक ही स्थान पर देखा जा सकता है।

स्थानीय अर्थव्यवस्था और स्वरोजगार को बढ़ावा देने के लिए राज्य सरकार ने होमस्टे योजना की शुरुआत की थी। आज राज्य के दूरदराज गांवों में होमस्टे योजना अपनी एक अलग पहचान बना रही है। राज्य के पांच हजार से अधिक परिवारों ने इस योजना से जुड़कर अपने घरों के द्वार पर्यटकों के लिए खोले हैं। होम स्टे चलाने वाले सभी लोग राज्य के ब्रांड एंबेसडर हैं।

मुख्यमंत्री ने कहा कि राज्य में होम स्टे संचालकों द्वारा पारंपरिक व्यंजन को बढ़ावा देने के साथ ही राज्य की सांस्कृतिक विरासत को बढ़ावा देने के लिए भी कार्य किया जा रहा है। इस पहचान को हमें गाँव से ग्लोबल तक पहुँचाना है। उन्होंने कहा कि राज्य सरकार विभिन्न नीतियों और योजनाओं के माध्यम से स्थानीय अर्थव्यवथा को सशक्त बनाने के लिए निरंतर कार्य कर रही है।

एक जनपद, दो उत्पाद’ योजना के माध्यम से लोगों की आजीविका वृद्धि की दिशा में कार्य किये जा रहे हैं। स्थानीय उत्पादों को राष्ट्रीय और अंतरराष्ट्रीय पहचान दिलाने के लिए राज्य में ‘हाउस ऑफ हिमालयाज’ ब्रांड की शुरुआत की गई है। स्टेट मिलेट मिशन से राज्य के मिलेट को देश में अलग पहचान भी मिल रही है।

मुख्यमंत्री ने कहा कि तीर्थाटन और पर्यटन राज्य की अर्थव्यवस्था का मजबूत आधार है। राज्य में धार्मिक, साहसिक, ईको-टूरिज्म, वेलनेस टूरिज्म, एग्रो टूरिज्म और फिल्म पर्यटन जैसे विभिन्न क्षेत्रों को तेजी से बढ़ावा दिया गया है। केदारखंड की भांति मानसखंड कॉरिडोर योजना के अंतर्गत कुमाऊं क्षेत्र के धार्मिक स्थलों को विकसित किया जा रहा है। ऋषिकेश और हरिद्वार को योग और आध्यात्मिक केंद्रों के रूप में वैश्विक स्तर पर प्रमोट किया जा रहा है। फिल्म शूटिंग के लिए सिंगल विंडो क्लीयरेंस सिस्टम लागू किया गया है।

उत्तराखंड में शूटिंग करने पर फिल्म निर्माताओं को विशेष सब्सिडी और अन्य सुविधाएं प्रदान की जा रही है। इसी का परिणाम है कि उत्तराखंड को राष्ट्रीय फिल्म पुरस्कारों में मोस्ट फिल्म फ्रेंडली स्टेट के अवॉर्ड से सम्मानित किया गया है। केंद्रीय पर्यटन मंत्रालय द्वारा हमारे चार गांवों जखोल, हर्षिल, गूंजी और सूपी को सर्वश्रेष्ठ पर्यटन ग्राम पुरस्कार से भी सम्मानित किया गया है।

कैबिनेट मंत्री श्री सतपाल महाराज ने कहा कि यह संवाद कार्यक्रम हमारे ग्रामीण पर्यटन की दिशा में एक नई सफलता का कदम जोड़ेगा। यह कार्यक्रम केवल एक संवाद ही नहीं, बल्कि हमारे गांवों की आत्मा को वैश्विक पहचान देने की दिशा में एक बड़ा कदम है। प्रधानमंत्री श्री नरेन्द्र मोदी जी के विजन एवं मुख्यमंत्री श्री पुष्कर सिंह धामी जी के विकास के मॉडल का भी एक मजबूत आधार है।

उन्होंने कहा कि गांव से ग्लोबल की यह यात्रा तभी सफल होगी जब हम सब मिलकर इसे अपनाएं और इसे स्थाई पर्यटन की क्रांति में बदलें। पर्यटन विभाग द्वारा वर्ष 2024-25 में 317 (तीन सौ सतरह) होमस्टे संचालकों को वित्तीय और प्रबंधन प्रशिक्षण दिया गया है। वर्ष 2025-26 में सभी जनपदों में यह प्रशिक्षण लागू किया जाएगा। राज्य में एक समन्वित “स्टेट टास्क फोर्स“ का गठन किया गया है, जिसमें पर्यटन, पंचायती राज, ग्राम्य विकास और स्वास्थ्य विभाग शामिल हैं।

होम स्टे संचालकों के सुझाव।

पौड़ी जिले से आई होमस्टे संचालक श्रीमती नम्रता कंडवाल ने कहा कि ब्लॉक स्तर पर भी होमस्टे रजिस्ट्रेशन की व्यवस्था बनाई जानी चाहिए। स्कूल और कॉलेजों के छात्र छात्राओं को होमस्टे के टूर पर भी ले जाया जा सकता है।

मुक्तेश्वर नैनीताल से होमस्टे संचालक श्री दीपक बिष्ट ने कहा कि राज्य में ज्यादा से ज्यादा होमस्टे को बढ़ावा देने के लिए इसकी प्रक्रिया का सरलीकरण करना होगा। लाभार्थियों को बैंकों से आसानी से लोन मिले, इस पर भी कार्य करने की आवश्यकता है।

चमोली के श्री नरेंद्र सिंह बिष्ट ने कहा राज्य में निरंतर होमस्टे को बढ़ावा मिल रहा है। उन्होंने कहा विभिन्न होमस्टे को सड़कों से जोड़ना चाहिए। जिससे पर्यटकों को आवाजाही में सुगमता हो और अधिक से अधिक पर्यटक होमस्टे में आ सके। उन्होंने कहा होमस्टे में कचरा प्रबंधन एवं प्लास्टिक के निस्तारण के लिए भी कार्य होना चाहिए।

लैंसडाउन के श्री विक्की रावत ने कहा कि होमस्टे में अधिक से अधिक सस्टेनेबल आर्किटेक्चर का इस्तेमाल होना चाहिए। हमें राज्य में ही होमस्टे के मॉडल तैयार करने चाहिए। पर्यटन विभाग के माध्यम से अन्य लोगों को भी होमस्टे के नक्शे दिए जा सकते हैं। उन्होंने होमस्टे की सुरक्षा पर भी विशेष ध्यान देने का आग्रह किया।

उत्तरकाशी के अखिल पंत ने कहा कि पर्यटन विभाग द्वारा ब्लॉक एवं ग्राम स्तर पर लोगों से मिलकर जागरूकता अभियान चलाया जाना चाहिए। होमस्टे के लिए आयोजित होने वाली कार्यशालाओं का आयोजन भी किसी होमस्टे में ही होना चाहिए।

इस अवसर पर कैबिनेट मंत्री गणेश जोशी, विधायक डॉ. प्रमोद नैनवाल, सचिव श्री सचिन कुर्वे एवं अन्य लोग मौजूद थे।
