हल्द्वानी 28 फरवरी ।उत्तराखंड के मुख्यमंत्री पुष्कर सिंह धामी ने शनिवार को हल्द्वानी स्थित एफटीआई सभागार में कानून व्यवस्था एवं जनपद में संचालित विकास कार्यों की विस्तृत समीक्षा की। उन्होंने अधिकारियों को निर्देश दिए कि शासन की प्राथमिकताओं के अनुरूप सभी कार्य समयबद्ध, पारदर्शी और समन्वय के साथ पूर्ण किए जाएं।
मानव-वन्यजीव संघर्ष पर सख्त निर्देश
मुख्यमंत्री ने मानव-वन्यजीव संघर्ष की घटनाओं को गंभीरता से लेते हुए संवेदनशील क्षेत्रों में ट्रैप कैमरे लगाने, सौर ऊर्जा आधारित बाड़ (सोलर फेंसिंग) मजबूत करने तथा नियमित निगरानी सुनिश्चित करने के निर्देश दिए।
उन्होंने वन विभाग को जनहानि और फसलों के नुकसान को न्यूनतम करने के लिए ठोस एवं प्रभावी रणनीति अपनाने को कहा।
वनाग्नि की रोकथाम के लिए अग्निरोधक खाइयों (फायर लाइन) को दुरुस्त रखने, संवेदनशील क्षेत्रों में नियमित गश्त, रेंजवार निगरानी और जनजागरूकता अभियान चलाने के भी निर्देश दिए। उन्होंने कहा कि वनाग्नि की किसी भी घटना पर त्वरित कार्रवाई सुनिश्चित की जाए।
विकास कार्यों में समन्वय और जवाबदेही
मुख्यमंत्री ने हल्द्वानी में चल रहे विकास कार्यों की समीक्षा करते हुए सभी कार्यदायी संस्थाओं को बेहतर समन्वय के साथ कार्य करने को कहा। उन्होंने स्पष्ट किया कि निर्माण कार्यों के दौरान आमजन को अनावश्यक असुविधा न हो, इसका विशेष ध्यान रखा जाए।
उन्होंने अधिकारियों को चेतावनी देते हुए कहा कि कार्यों में लापरवाही किसी भी स्थिति में स्वीकार नहीं की जाएगी। विभाग आपसी जिम्मेदारियां एक-दूसरे पर न डालें और सभी परियोजनाएं निर्धारित समय सीमा में पूर्ण हों।
कानून व्यवस्था पर स्पष्ट संदेश
मुख्यमंत्री ने कहा कि प्रदेश में कानून व्यवस्था को लेकर किसी भी प्रकार की ढिलाई बर्दाश्त नहीं की जाएगी। पुलिस एवं प्रशासन को संवेदनशील और परिणामोन्मुखी दृष्टिकोण अपनाने के निर्देश दिए गए।
रानीबाग में आईटी हब की योजना
मुख्यमंत्री ने बताया कि रानीबाग स्थित बंद पड़ी एच एम टी लिमिटेड की भूमि पर सूचना प्रौद्योगिकी केंद्र (आईटी हब) विकसित करने की योजना पर कार्यवाही तेजी से आगे बढ़ाई जा रही है। इससे क्षेत्र में रोजगार सृजन और औद्योगिक गतिविधियों को बढ़ावा मिलेगा।
उन्होंने बच्चीनगर सहित अन्य क्षेत्रों में सिंचाई विभाग की नहरों के चौड़ीकरण एवं मरम्मत के प्रस्ताव शीघ्र शासन को भेजने के निर्देश भी दिए।
जनप्रतिनिधियों के सुझाव
सांसद अजय भट्ट ने वन क्षेत्रों में वाचरों की संख्या बढ़ाने, झाड़ियों की कटान और मार्गों की नियमित सफाई का सुझाव दिया। आयुक्त कुमाऊँ श्री दीपक रावत ने मंडल में कानून व्यवस्था और ओवरलोडिंग के विरुद्ध की जा रही कार्रवाई की जानकारी दी।
जिलाधिकारी ललित मोहन रयाल ने बताया कि पनियाली क्षेत्र में नियमित गश्त की जा रही है तथा ग्रामीणों को अनावश्यक रूप से वन क्षेत्र में न जाने की सलाह दी गई है। पशुपालकों को चारा उपलब्ध कराने हेतु भीमताल क्षेत्र में 15 लाख रुपये की धनराशि दी गई है तथा पनियाली क्षेत्र में भी 15 लाख रुपये स्वीकृत किए गए हैं।
वन संरक्षक सी.एस. जोशी ने बताया कि कैमरों में लैपर्ड नहीं, बल्कि बाघ की पहचान हुई है, जिसे पकड़ने की कार्रवाई शीघ्र शुरू की जाएगी।
बैठक में जनप्रतिनिधि, वरिष्ठ प्रशासनिक एवं पुलिस अधिकारी तथा विभिन्न विभागों के मंडल स्तरीय अधिकारी उपस्थित रहे। यह समीक्षा बैठक राज्य में कानून व्यवस्था सुदृढ़ करने, वन्यजीव प्रबंधन को प्रभावी बनाने और विकास कार्यों की गति तेज करने की दिशा में महत्वपूर्ण मानी जा रही है।
