देहरादून: जिलाधिकारी सविन बंसल ने आज ऋषिपर्णा सभागार कलेक्टेªट में डेंगू एवं अन्य जल जनित बीमारियों की रोकथाम को लेकर जिलाधिकारी सविन बंसल ने ऋषिपर्णा सभागार में स्वास्थ्य के अधिकारियों एवं आशा फेसिलेटर की बैठक ली।

उन्होंने अधिकारियों को सक्रियता से काम करते हुए डेंगू पर प्रभावी अंकुश लगाने के निर्देश दिए। आशाओं को डीएम की बड़ी सौगात 1500 रू0 अतरिक्त धनराशि के साथ ही अच्छा कार्य करने वाली आशा, आशा फेसिलेटर को 1555 रू0 पुरस्कार धनराशि और दी जाएगी।

डीएम ने निर्देश दिए कि आशाओं के संक्रमित होने पर उनके प्राथमिकता से उपचार की जिम्मेदारी स्वास्थ्य विभाग की रहेगी। वहीं ब्लड सेपरेटर मशीन के लिए दून चिकित्सालय को 1 करोड़ रू0 भी जल्द जारी किये जाएंगे। डीएम ने डोनर रजिस्ट्री-यथासंभव बढानेे के निर्देश, साथ ही प्रशासनिक समिति निजी चिकित्सालयों में टेस्ट दरों व गाईडलाईन परिपालन की जांच भी करेगी। उन्होंने कड़े शब्दों में कहा कि शिकायत मिलने पर रजिस्ट्रेशन निरस्त, क्लीनिक होगा सीलः लैब्स को चस्पा करनी होगी निर्धारित दरों की सूची। डीएम ने कहा कि समाज का एक बहुत बड़ा वर्ग सरकारी व्यवस्था पर निर्भर है उन्होंने कहा कि हमारे जन अस्पतालों को हमें पूर्ण सक्षम बनाना है। उन्होंने कहा कि वंचित निर्बल वर्ग व्यथित होकर प्राईवेट मंहगी सेवा के लिए मजबूर न हो, इस बात का ख्याल रखेंगें। डीएम ने सख्त हिदायत दी है कि पूर्व में ही तैयारी कर लें मैन, मटिरियल, मशीनरी के अभाव में कोई भी जनमन रोग ग्रसित न हो। उन्होंने मुख्य चिकित्साधिकारी को हॉस्पिटल Surge प्लान तैयार करने के निर्देश दिए ताकि संक्रमण बढने की दशा में शार्ट नोटिस पर दूर-दराज पीएचसी, सीएचसी की चिकित्सकीय टीमें को एकत्रित हो जाएं। उन्होंने निर्देश दिए कि आशाओें का वार्डवार प्लान, विभागों की डेंगू नियंत्रण गतिविधि, नालों की सफाई, गूगल स्प्रेड शीट के द्वारा प्रगति की जानकारी मॉनिटरिग कर सार्वजनिक की जाएगी।

जिलाधिकारी ने मुख्य चिकित्सा अधिकारी को निर्देशित किया कि डेंगू मरीजों के उपचार हेतु अस्पतालों में रैपिड टेस्ट, डेंगू एलिसा टेस्ट, उपकरण, मेडिसिन, ब्लड बैंक, बैड सहित चिकित्सक और स्टाफ की तैनात करते हुए ड्यूटी निर्धारित की जाए। जिलाधिकारी ने दून चिकित्यालय को ब्लड सेपरेटर मशीन के लिए 1 करोड़ की धनराशि जारी की है। जिलाधिकारी ने सीएमओ को निर्देशित किया कि निजी चिकित्सालयों में गाईडलाईन के परिपालन हेतु समिति गठित करें जो निजी चिकित्सालयों लैब्स में गाईडलाईन क परिपालन की जांच करेंगे। गाईडलाईन का उल्लंघन होने पर रजिस्ट्रेशन निरस्त के साथ ही सीलिंग की कार्यवाही भी की जाएगी। उन्होंने निर्देशित किया कि समस्त लैब्स पर रेटलिस्ट चस्पा करने के भी निर्देश दिए। जिलाधिकारी ने देहरादून और ऋषिकेश नगर क्षेत्रों में आशाओं को वार्ड आवंटन, आशाओं को डोर-टू-डोर सर्वे, रैपिड रिस्पांस टीम व वालिटियर्स की तैनाती के लिए माइक्रो प्लान तैयार किया जाए। ताकि डेंगू, मलेरिया चिकनगुनिया एवं अन्य जल जनित बीमारियों पर प्रभावी अंकुश लगाया जा सके।

इससे पूर्व जिलाधिकारी ने नगर निगम को निर्देशित किया कि पर्याप्त संख्या मैनपावर और मशीनरी लगाते हुए रिस्पना व बिदांल नदी के तटों सहित शहर के सभी छोड़े बडे नाले व ड्रेन की 15 मई तक प्रत्येक दशा में साफ-सफाई का काम पूर्ण किया जाए। डेंगू के हॉट स्पॉट एरिया पर विशेष फोकस करें। सभी क्षेत्रों में लार्विसाइडल टैंकर से केमिकल का छिडकाव करते हुए डेंगू मच्छर को लार्वा अवस्था में ही नष्ट किया जाए। प्रत्येक वार्ड में नियमित रूप से फॉगिंग की जाए। जिलाधिकारी ने नगर निगम को लार्विसाइड 06 टैंकरों की संख्या बढ़ाकर 20 करने के निर्देश भी दिए।

प्रत्येक 10 वार्ड के लिए एक डेडिकेटेड लार्विसाइड टैंकर तैनात रहेगें। इसके लिए निगम को पर्याप्त बजट उपलब्ध कराया जाएगा। सभी वार्डाे में नियमित स्वच्छता, जलभराव रोकने, लार्विसाइडल एवं फॉगिंग से कैमिकल छिड़काव हेतु पूरा प्लान तैयार करते हुए मुख्य चिकित्सा अधिकारी को उपलब्ध करें। व्यावसायिक प्रतिष्ठानों में जल जभरा को रोकने के लिए स्पष्ट गाइडलाइन जारी करें। जलभराव, गंदगी और डेंगू का लार्वा पाए जाने पर सख्त कार्रवाई करते हुए चालान काटा जाए। आशा कार्यकत्री, वॉलिंटियर्स, रैपिड रिस्पांस टीम एवं वार्ड सदस्यों को साथ लेकर नगर क्षेत्र के प्रत्येक वार्ड में प्रभावी ढंग से जागरूकता गोष्ठियों का आयोजन किया जाए। जिलाधिकारी ने अस्पताल को 02 ब्लड सेपरेटर मशीन की संख्या बढ़ाकर 05 सेपरेटर मशीन रखने के निर्देश दिए। कहा कि ब्लड सेपरेटर मशीन के लिए अस्पताल को अलग से बजट उपलब्ध कराया जाएगा। बैठक में मुख्य चिकित्साधिकारी डॉ मनोज कुमार, एसडीएम हरिगिरि, अपर मुख्य चिकित्सा अधिकारी डॉ सीएस रावत, डॉ निधि सहित आशाफंेसिलेटर सम्बन्धित अधिकारी उपस्थित थे।
