मुख्यमंत्री धामी ने केंद्र सरकार से उत्तराखंड में अखिल भारतीय आयुर्वेद संस्थान खोलने का अनुरोध किया

मुख्यमंत्री पुष्कर सिंह धामी ने कहा है कि प्रदेश सरकार देश की ’प्रथम योग नीति’ लागू करने की दिशा में कार्य कर रही है। योग नीति आयुर्वेद और योग को व्यापक स्तर पर साथ लाकर स्वास्थ्य के क्षेत्र में नई क्रांति लाने में अपनी महत्वपूर्ण भूमिका निभाएगी।

गुरुवार को परेड ग्राउंड में आयोजित 10वीं विश्व आयुर्वेद कांग्रेस एवं आरोग्य एक्सपो-2024 को संबोधित करते हुए मुख्यमंत्री श्री पुष्कर सिंह धामी ने देहरादून में इस आयोजन के लिए प्रधानमंत्री श्री नरेन्द्र मोदी का आभार व्यक्त करते हुए कहा कि ये हमारे लिए गर्व का विषय है कि हमारे प्रदेश में आयोजित हो रहे इस कार्यक्रम में 50 से अधिक देशों के प्रतिनिधि और 6000 से अधिक विशेषज्ञ भाग ले रहे हैं। एक्सपो में लगाए गए 250 से अधिक स्टॉल आयुर्वेद की वैश्विक स्तर पर स्वीकार्यता का प्रमाण दे रहे हैं।

मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि यह सम्मेलन आयुर्वेद के क्षेत्र में परस्पर ज्ञान साझा करने व विभिन्न शोध कार्यों को बढ़ावा देने के साथ-साथ सहयोग और व्यापार के नए अवसरों को बढ़ावा देगा। उन्होंने आयुष के क्षेत्र में प्रदेश सरकार द्वारा किए जा रहे कार्यों की जानकारी देते हुए बताया कि प्रधानमंत्री नरेंद्र मोदी के मार्गदर्शन से राज्य सरकार भी प्रदेश में आयुर्वेद के प्रचार-प्रसार के लिए निरंतर कार्य कर रही है। वर्तमान में हमारे राज्य में आयुष आधारित 300 ’आयुष्मान आरोग्य केंद्रों’ का संचालन हो रहा है। ई-संजीवनी पोर्टल के माध्यम से 70 से अधिक विशेषज्ञों द्वारा आयुष परामर्श प्रदान किया जा रहा है।

अब प्रत्येक जनपद में 50 बेड और 10 बेड वाले आयुष चिकित्सालयों की स्थापना की जा रही है। इसके अलावा सरकार प्रत्येक जनपद के एक गांव को मॉडल आयुष गांव के रूप में स्थापित कर आयुर्वेदिक जड़ी-बूटियों के उत्पादन को बढ़ावा देने का प्रयास कर रही है। मुख्यमंत्री ने कहा कि प्रदेश सरकार आयुष निर्माण, वेलनेस, शिक्षा, शोध और औषधीय पौधों के उत्पादन को गति प्रदान करने के लिए ’उत्तराखंड आयुष नीति’ लागू कर चुकी है। इसके साथ ही प्रदेश सरकार आगामी वर्षों में आयुष टेली-कंसल्टेशन प्रारम्भ करने के साथ-साथ 50 नए योग और वेलनेस केंद्र स्थापित करने हेतु प्रतिबद्धता के साथ कार्य कर रही है।

उत्तराखंड में अखिल भारतीय आयुर्वेद संस्थान का प्रस्ताव
मुख्यमंत्री श्री पुष्कर सिंह धामी ने कहा कि राज्य सरकार ने उत्तराखंड में अखिल भारतीय आयुर्वेद संस्थान की स्थापना के लिए भारत सरकार के आयुष मंत्रालय से अनुरोध किया है, ये संस्थान आयुर्वेद शिक्षा और अनुसंधान के क्षेत्र में मील का पत्थर साबित होगा। मुख्यमंत्री ने विशेषज्ञों से आह्वान करते हुए कहा कि हमारी जड़ी-बूटियों के हिंदी नामों के साथ ही अंग्रेजी नामों को भी प्रचारित किया जाए। इससे स्थानीय जड़ी बूटियों की वैश्विक बाजार तक पहुंच आसान हो सकेगी। मुख्यमंत्री ने कहा कि पहाड़ में हम ’किलमोड़े’ को जानते है लेकिन उसके अंग्रेजी नाम ’बेरीबेरीज’ को अधिकतर लोग नहीं जानते हैं जबकि इस नाम को पूरा विश्व जानता है और इससे दवाएं बनती हैं। इसलिए अंग्रेजी नाम भी प्रचारित किया जाना चाहिए।

उत्तराखंड आयुर्वेद की प्रज्ञा भूमि
मुख्यमंत्री ने कहा कि देवभूमि उत्तराखंड प्राचीनकाल से ही आयुर्वेद और औषधीय संपदा की प्रज्ञा भूमि रही है। हमारे प्रदेश में पाए जाने वाली औषधीय जड़ी-बूटियों ने आयुर्वेद को आरोग्य के आधारभूत तत्व के रूप में स्थापित करने में अपनी महत्वपूर्ण भूमिका निभाई है। उन्होंने कहा कि आयुर्वेद विश्व की एक ऐसी विशिष्ट चिकित्सा प्रणाली है जो प्राचीनकाल से ही मानव सभ्यता का आरोग्य सुनिश्चित करती आ रही है। आयुर्वेद मात्र जड़ी-बूटियों और औषधियों तक ही सीमित नहीं है बल्कि आयुर्वेद जीवन जीने की एक विशिष्ट कला है। ये हमें सही जीवन शैली के बारे में बताता है, इसका उद्देश्य रोगों को ठीक करना ही नहीं है बल्कि इसका अंतिम लक्ष्य रोग को होने ही न देना है। मुख्यमंत्री ने कहा कि केंद्र सरकार द्वारा संचालित ’राष्ट्रीय आयुष मिशन’ और ’प्रकृति परीक्षण अभियान’ जैसे विभिन्न कार्यक्रम आज शहरों से लेकर गांवों तक आरोग्य स्थापित करने में अपनी महत्वपूर्ण भूमिका निभा रहे हैं। मुख्यमंत्री ने एक्सपो का विधिवत शुभारंभ करने के बाद स्टॉल का भी निरीक्षण किया।

एक छत के नीचे मिलेगी आयुर्वेद की दवाएं
केंद्रीय आयुष राज्य मंत्री (स्वतंत्र प्रभार) श्री प्रताप राव जाधव ने कहा कि प्रधानमंत्री श्री नरेंद्र मोदी के नेतृत्व में पिछले दस साल के दौरान आयुष के क्षेत्र में हुई पहलों से आयुष उत्पाद निर्माण में आठ गुना बढ़ोत्तरी हुई है। अब आयुष और हर्बल उत्पाद विश्व के 150 से अधिक देशों में निर्यात हो रहे हैं। उन्होंने कहा कि आयुर्वेद भी अब आर्टिफिशियल इंटेलीजेंस, मशीन लर्निंग उपकरणों के जैसी तकनीकी को अपना कर आगे बढ़ रहा है। केंद्रीय आयुष राज्य मंत्री (स्वतंत्र प्रभार) प्रताप राव जाधव ने कहा कि भारत में लोग सामान्य तौर पर आयुर्वेद से उपचार पसंद करते हैं, लेकिन गांव देहात में तक डॉक्टर एलोपैथिक दवाओं का ज्यादा परामर्श देते हैं। ऐसा शायद इसलिए होता है क्योंकि आयुर्वेद की एक तो दवा कम है, फिर सारे रोगों की सारी दवाएं एक ही जगह पर मिलनी तकरीबन मुश्किल होती हैं।

इसलिए केंद्र सरकार सभी जिला, तहसील और गांव स्तर पर एक ही छत के नीचे आयुर्वेद की सभी दवाएं उपलब्ध कराने के लिए आयुष औषधि केंद्रों की स्थापना करने का प्रयास कर रही है। ऐसा पहला केंद्र दिल्ली के अखिल भारतीय आयुर्वेद संस्थान में शुरू हो चुका है। देशभर में ऐसे केंद्र खुलने से आयुष चिकित्सक परामर्श में आसानी से दवा लिख सकेंगे। उन्होने कहा कि विश्व आयुर्वेद कांग्रेस नवीन विचारों, प्राचीन संस्कृति और नवाचारों का संगम साबित होगी। केंद्रीय मंत्री ने कहा कि चार दिनों तक चलने वाले इस आयोजन के दौरान आस पास के हजारों लोग यहां स्टॉल का भ्रमण करेंगे। यह आयोजन व्यावसायिक अवसरों के लिए भी मंच प्रदान करता है। उन्होंने कहा कि आयुर्वेद को बढ़ावा देने के लिए ही केंद्र सरकार ने देशभर में 29 अक्तूबर से प्रकृति परीक्षण अभियान शुरू किया है, जिसका शुभारंभ प्रधानमंत्री नरेंद्र मोदी के द्वारा किया गया।

भारत सरकार के आयुष मंत्रालय में सचिव वैद्य राजेश कोटेचा ने कहा कि विश्व आयुर्वेद सम्मेलन के आयोजन से आयुष पद्धति को वैश्विक स्तर पर पहचान बनाने में मदद तो मितती ही है, साथ ही आयोजन वाले क्षेत्र के आस पास इस सेक्टर की ग्रोथ भी बढ़ती है। उन्होंने इस आयोजन के लिए उत्तराखंड का आदर्श राज्य बताते हुए कहा कि आयुर्वेद की पुस्तकों में वर्णित कई जड़ी बूटियां हिमालय में मिलती हैं।

पीएम नरेंद्र मोदी ने भेजा संदेश
सम्मेलन में मुख्य सचिव राधा रतूड़ी ने प्रधानमंत्री नरेंद्र मोदी की ओर भेजे गए संदेश को पढ़ा। उद्घाटन सत्र को राष्ट्रीय आयोजन सचिव, विज्ञान भारती डॉ. शिव कुमार शर्मा, दसवें विश्व आयुर्वेद कांग्रेस के चेयरपर्सन वैद्य पीएम वॉरियर, उत्तराखंड शासन में सचिव आयुष रविनाथ रमन ने भी संबोधित किया।

इस मौके पर प्रदेश के कैबिनेट मंत्री श्री सतपाल महाराज, श्री प्रेमचंद अग्रवाल, डॉ. धन सिंह रावत, विधायक खजान दास, सविता कपूर, उमेश शर्मा काऊ, किशोर उपाध्याय, झांसी के सांसद अनुराग शर्मा, आचार्य बालकृष्ण प्रमुख तौर पर शामिल हुए।
