प्रदेश के आपदा प्रबंधन एवं पुनर्वास मंत्री मदन कौशिक ने विधानसभा स्थित सभागार कक्ष में विभागीय अधिकारियों के साथ समीक्षा बैठक कर आपदा प्रबंधन की तैयारियों और कार्यप्रणाली का विस्तृत आकलन किया। बैठक में मंत्री ने आपदा से पूर्व, आपदा के दौरान और आपदा के बाद विभाग द्वारा किए जाने वाले कार्यों की जानकारी ली और अधिकारियों को आवश्यक दिशा-निर्देश दिए।

मंत्री ने कहा कि उत्तराखंड को आपदा प्रबंधन के क्षेत्र में एक मॉडल राज्य के रूप में स्थापित करने की दिशा में कार्य किया जाना चाहिए। उन्होंने आधुनिक तकनीकों के उपयोग पर जोर देते हुए कहा कि विश्व के उन देशों की तर्ज पर व्यवस्थाएं विकसित की जाएं जो सबसे अधिक आपदाओं का सामना करते हैं, ताकि राज्य की आपदा प्रबंधन प्रणाली और मजबूत हो सके।

उन्होंने कहा कि आपदा प्रबंधन को प्रभावी बनाने के लिए जिला स्तर पर कार्य प्रणाली को सुदृढ़ करना बेहद आवश्यक है। इसके लिए जिला स्तर पर कम्युनिकेशन सिस्टम को मजबूत किया जाए, जिससे सूचनाओं का आदान-प्रदान तेजी से हो सके और आपदा के समय राहत व बचाव कार्य तुरंत शुरू किए जा सकें।

मंत्री ने निर्देश दिए कि ग्राम स्तर के जनप्रतिनिधियों, सदस्यों और अधिकारियों को सूचना आदान-प्रदान से जुड़े उपकरण और प्रशिक्षण उपलब्ध कराया जाए। इससे किसी भी आपदा की स्थिति में वे तुरंत जिला और राज्य मुख्यालय को सूचना दे सकेंगे।

उन्होंने कहा कि राहत एवं बचाव कार्यों को तेज और प्रभावी बनाने के लिए न्याय पंचायत स्तर पर “आपदा मित्र” और “आपदा सखी” बनाए जाएं। इन्हें आवश्यक प्रशिक्षण और उपकरण उपलब्ध कराने के साथ ही प्रोत्साहन राशि की व्यवस्था भी की जाए।

मंत्री ने अधिकारियों को निर्देश दिए कि आपदाओं के पूर्वानुमान की दिशा में बेहतर कार्य किया जाए, ताकि संभावित नुकसान को कम किया जा सके। उन्होंने कहा कि प्रदेश की उन संवेदनशील झीलों का वैज्ञानिक अध्ययन कराया जाए, जिनसे भविष्य में आपदा की आशंका हो सकती है। इसके लिए वाडिया हिमालय भू-विज्ञान संस्थान के विशेषज्ञों से समन्वय कर आवश्यक कदम उठाए जाएं।

उन्होंने यह भी निर्देश दिए कि भूस्खलन की दृष्टि से अति संवेदनशील स्थलों, जहां बार-बार आपदाएं आती हैं, उनके ट्रीटमेंट को प्राथमिकता के आधार पर किया जाए। साथ ही जिला स्तर पर आपदा प्रबंधन से संबंधित बैठकों के लिए रोस्टर तैयार किया जाए, जिनमें वे स्वयं भी प्रतिभाग करेंगे।
