मुख्यमंत्री पुष्कर सिंह धामी ने कुमाऊँ सांस्कृतिक उत्थान मंच खटीमा द्वारा बीज निगम परिसर में आयोजित उत्तरायणी कौतिक मेले का दीप प्रज्वलित कर शुभारंभ किया।

मुख्यमंत्री ने इस अवसर पर संबोधित करते हुए घोषणा की कि पर्वतीय विकास भवन बनाया जाएगा, इस हेतु उन्होंने जिलाधिकारी को भूमि चिन्हित करने के निर्देश दिए। उन्होंने कहा कि इस उत्तरायणी मेले को कैलेंडर में रखते हुए आर्थिक सहायता दी जाएगी एवं समिति के अनुरोध पर उन्होंने मंच निर्माण की भी घोषणा की।

मुख्यमंत्री ने संबोधित करते हुए कहा कि मकर संक्रांति एक ऐसा पर्व है, जिसका महत्व आध्यात्मिक भी है और वैज्ञानिक भी। उन्होंने कहा कि हम सभी मकर संक्रांति को सूर्य के उत्तरायण होने के उपलक्ष्य में मनाते हैं। हमारी संस्कृति में सूर्य देव को ग्रहों का राजा कहा जाता है, इसलिए मकर संक्रांति का यह पावन पर्व एक राजा का अपनी प्रजा के घर जाने का दिन भी माना जाता है। उन्होंने कहा कि उत्तरायणी का पर्व मात्र एक त्यौहार नहीं, बल्कि हमारी संस्कृति, हमारी आस्था और हमारे जीवन दर्शन का उत्सव है। उन्होंने कहा कि इस समय सूर्य नारायण हमारे जीवन में नई ऊर्जा, नई उम्मीद और नई शुरुआत का संदेश लेकर आते हैं। मुझे खुशी है कि उत्तरायणी कौथिक जैसे आयोजनों के माध्यम से हमारी नई पीढ़ी अपनी जड़ों से जुड़ रही है। इस आयोजन में जब बच्चे पारंपरिक वाद्ययंत्रों की धुन पर नृत्य करते हैं, युवा लोकगीत गाते हैं और हमारी माताएं-बहनें पारंपरिक परिधान में सजकर इस उत्सव का हिस्सा बनती हैं, तब यह विश्वास और मजबूत हो जाता है कि हमारी सांस्कृतिक धरोहर सुरक्षित हाथों में है।

मुख्यमंत्री ने कहा कि आज के बदलते वक्त में जब आधुनिकता चारों और बढ़ रही है, तब अपनी पहचान को बचाए और बनाए रखना अत्यंत आवश्यक हो गया है। ऐसे समय में इस प्रकार के आयोजन अत्यन्त महत्वपूर्ण हो जाते हैं। उन्होंने कहा कि आदरणीय प्रधानमंत्री श्री नरेंद्र मोदी जी के यशस्वी नेतृत्व और दूरदर्शी मार्गदर्शन में आज भारत न केवल विकास के नए शिखर छू रहा है, बल्कि सनातन संस्कृति के गौरव को भी पूरे विश्व में पुनः स्थापित कर रहा है। उनके सबका साथ, सबका विकास, सबका विश्वास और सबका प्रयास के मंत्र से प्रेरणा लेकर हमारी राज्य सरकार देवभूमि उत्तराखंड को विकास का आदर्श मॉडल बनाने के लिए दिन-रात कार्य कर रही है। उन्होंने कहा कि खटीमा, मेरे लिए केवल एक विधानसभा नहीं, बल्कि मेरा घर है और आप सभी मेरा परिवार हैं। यहीं से मैंने जनसेवा की यात्रा शुरू की थी और यहां की हर गली, हर गांव, हर चेहरा मेरे दिल में बसता है।

मुख्यमंत्री ने कहा कि हमारी सरकार ने खटीमा में स्वास्थ्य, शिक्षा, पेयजल से लेकर बुनियादी ढांचे को मजबूत करने के लिए कई महत्वपूर्ण कदम उठाए हैं। हमने जहां एक ओर खटीमा में हाईटेक बस स्टैंड, आधुनिक आईटीआई और पॉलीटेक्निक कॉलेज तथा 100 बेड के नए अस्पताल परिसर का निर्माण कर बुनियादी सुविधाओं को मजबूत करने का काम किया है, वहीं औद्योगिक विकास को गति देने के साथ ही, युवाओं की खेल प्रतिभा को निखारने हेतु राष्ट्रीय स्तर के अत्याधुनिक खेल स्टेडियम का निर्माण भी कराया गया है। उन्होंने कहा कि क्षेत्र में कनेक्टिविटी को बेहतर बनाने हेतु हमने गदरपुर और खटीमा बाईपास का निर्माण, नौसर में पुल के निर्माण के साथ-साथ पूरे क्षेत्र में सड़कों का व्यापक नेटवर्क विकसित किया है। उन्होंने कहा कि हाल ही में हमारी सरकार ने खटीमा और टनकपुर के बीच एक भव्य सैन्य स्मारक बनाने की भी घोषणा की है, जिस पर शीघ्र ही कार्य प्रारंभ हो जाएगा। इसके अलावा हमने एक ओर जहां राजकीय महाविद्यालय खटीमा में एमकॉम और एमएससी की कक्षाएं शुरू कराई हैं, वहीं जनजाति बाहुल्य क्षेत्र में एकलव्य विद्यालय का संचालन भी किया जा रहा है।

मुख्यमंत्री ने कहा कि मैं, पूरे विश्वास से कहता हूं कि खटीमा के विकास की गति को कभी रुकने नहीं दिया जाएगा। उन्होंने कहा कि हमने एक ही वर्ष में बेरोजगारी दर में रिकॉर्ड 4.4 प्रतिशत की कमी की है, जो राष्ट्रीय औसत से भी बेहतर है। लेकिन विपक्ष को यह सच दिखाई नहीं देता, क्योंकि उन्हें सिर्फ अफवाह और भ्रम फैलाने की राजनीति आती है। उन्होंने कहा कि देवभूमि की संस्कृति से न तो कोई खिलवाड़ होगा, न ही डेमोग्राफी से कोई समझौता किया जाएगा और न ही कानून व्यवस्था से कोई सौदा होगा। इसीलिए हमने लैंड जिहाद, लव जिहाद और थूक जिहाद जैसी घृणित मानसिकताओं के खिलाफ कठोरतम कार्रवाई की। उन्होंने कहा कि हमने दंगारोधी और धर्मांतरण विरोधी कानून लागू किए और सिर्फ कानून ही नहीं बनाए, बल्कि उन्हें धरातल पर भी उतारा। एक ओर जहां लैंड जिहाद के खिलाफ कार्रवाई करते हुए हमने 10 हजार एकड़ से अधिक सरकारी भूमि को भूमाफियाओं से मुक्त कराया। वहीं 250 से अधिक अवैध मदरसों को सील करने के साथ ही 500 से अधिक अवैध संरचनाओं पर बुलडोजर चलाकर ये भी साबित किया कि देवभूमि की एक-एक इंच भूमि पर किसी भी प्रकार का अवैध निर्माण बर्दाश्त नहीं किया जाएगा। इसके अलावा हमने ऑपरेशन कालनेमि के जरिए सनातन धर्म को बदनाम करने वाले ढोंगियों और पाखंडियों पर भी कार्रवाई की।

मुख्यमंत्री ने कहा कि हमने एक ओर जहां समान नागरिक संहिता लागू कर प्रदेश में समरस समाज की नींव रखी, वहीं सख्त नकल विरोधी कानून बनाकर नकल माफिया की कमर तोड़ने का काम भी किया। जिसके चलते ही आज लगभग 27 हजार युवाओं को योग्यता के आधार पर सरकारी नौकरी मिली है। उन्होंने कहा कि भ्रष्टाचार पर हमने ष्जीरो टॉलरेंसष् की नीति अपनाकर पिछले साढ़े चार वर्षों में 200 से अधिक भ्रष्टाचारियों को सलाखों के पीछे भेजने का काम किया। इन कठोर और ऐतिहासिक निर्णयों के साथ ही सरकार की स्पष्ट नीति और नीयत के कारण आज उत्तराखंड की अर्थव्यवस्था राज्य गठन के मुकाबले 26 गुना बढ़ चुकी है। राज्य का बजट 1 लाख करोड़ को पार कर चुका है। इसके साथ ही आज राज्य का बिजली उत्पादन चार गुना बढ़ा है, सड़कों की लंबाई दोगुनी हुई है और राज्य में 10 सरकारी और निजी मेडिकल कॉलेज संचालित हो रहे हैं। उन्होंने कहा कि प्रदेश में 42,000 से अधिक सोलर रूफटॉप संयंत्र लगाकर हमने वर्ष 2027 का लक्ष्य 2025 में ही हासिल कर लिया। उन्होंने कहा कि पहले योजनाओं की धनराशि में भी बंदरबांट हुआ करती थी और लाभार्थियों को कार्यालयों के चक्कर काटने पड़ते थे। लेकिन, आज डीबीटी के माध्यम से शत-प्रतिशत धनराशि खातों में स्थांतरित की जा रही है। इसी का परिणाम है कि नंदा गौरा योजना के तहत प्रदेश की 40 हजार से अधिक बेटियों को 172 करोड़ रुपए से अधिक की सहायता सीधे खाते में दी गई।

मुख्यमंत्री ने मातृशक्ति को विशेष रूप से सम्बोधित करते हुए कहा कि उत्तराखंड की संस्कृति की असली वाहक आप हैं। आपके संस्कार, आपकी मेहनत और आपका त्याग ही हमारे समाज की सबसे बड़ी ताकत है। इसलिए महिला सशक्तिकरण हमारे लिए केवल नारा नहीं, बल्कि संकल्प है। उन्होंने कहा कि जो लोग दशकों तक सिर्फ वादे करते रहे, वे आज हमारी उपलब्धियों से घबराए हुए हैं, लेकिन मैं, आज इस मंच के माध्यम से ये स्पष्ट कर देना चाहता हूं कि ये देवभूमि है, यहां विकास भी होगा, हमारी संस्कृति भी बचेगी और राष्ट्रविरोधी लोगों को यहां से अंतोतगत्वा जाना ही पड़ेगा। हमारा लक्ष्य उत्तराखंड को देश का सर्वश्रेष्ठ राज्य बनाना है। और ये लक्ष्य कोई नारा नहीं, बल्कि हमारा विकल्प रहित संकल्प है और मुझे पूर्ण विश्वास है कि हमारे इस संकल्प को सिद्धि तक पहुंचाने के लिए आप सभी इसी प्रकार हमारी सरकार का सहयोग करते रहेंगे।
