देहरादून: मुख्यमंत्री की जनमन सर्वप्रथम की नीति पर जिला प्रशासन अग्रसर है डीएम सविन बसंल स्वयं जनमन के प्रति अति सवेंदनशील रूख अपनाये हुए है। इसी क्रम में कैनाल रोड पर निर्माण कार्यों में लापरवाही एवं मानकों के उल्लंघन पर जल संस्थान के अधिकारियों एवं ठेकेदारों तथा माता मन्दिर रोड पर गेल, यूपीसीएल केे अधिकारियों कर्मचारियों एवं ठेकेदारों पर मुकदमें दर्ज किये गए हैं। साथ ही समिति द्वारा दी गयी अनुमति शर्तों का उल्लंघन करने 3 माह के लिए ब्लैकलिस्ट कर दिया गया है। अब तीन माह तक इन कार्यदायी संस्थाओं एवं ठेकेदारों को कार्यों की अनुमति नही दी जाएगी।
एजेंसियों को पूर्ण सुरक्षा इंतजाम के साथ सशर्त कार्य अनुमति दी गई थी किन्तु उनके द्वारा समस्त नियम कायदे दाव पर दिन ही कार्य किया जा रहा था, जिससे जनमानस को असुविधा के साथ ही दुर्घटना घटित होने की प्रबल स्थिति बनी हुई थी साथ ही क्षेत्रवासियों द्वारा आक्रोश प्रकट किया जा रहा है। नियम विरुद्ध राजकीय सम्पत्ति को नुकसान पहुंचाने एवं मार्ग पर दुर्घटना संभावित क्षेत्र उत्पन्न करने, जिससे आमजन को जान एवं व्यक्तिगत सुरक्षा का खतरा उत्पन्न करने के कारण, सम्बन्धित के विरुद्ध अभियोग पंजीकृत किये गए हैं।
प्रशासन के वर्कस्टाईल हल्के में लेना 3 एजेंसीस को मंहगा पड़ा है 3 माह के लिए कार्य अनुमति सस्पेंड के साथ ही संगीन धाराओं में मुकदमे दर्ज किए गए हैं। 3 ऐजेंसीस तीनः माह के लिए अनुमति सुरक्षित सड़क खुदान की थीः जनसुरक्षा से खिलवाड़ कर रहे थे निर्माण कार्य, जिला प्रशासन ने लिया सख्त एक्शन। अनुमति विरूद्ध रोड़ कटिंग पर जिला प्रशासन द्वारा लिया गया सख्त एक्शन लिया गया, कार्य अनुमति सस्पेंड करने के साथ ही प्राथमिकी दर्ज की गई।
जनसुरक्षा दाव पर रख सड़क खुदी छोड़ने व कई सुरक्षा मानकों की अहवेलना पर यूपीसीएल, जलसंस्थान, गेल के अधिकारियों ठेकेदारों पर यह कार्यवाही की गई है। डीएम ने कहा कि जनमन की सुरक्षा शर्तों पर प्रदत्त अनुमति, एवं निर्देर्शाेें के उल्लंघन बर्दाश्त नही किया जाएगा। कैनाल रोड पर जल संस्थान, माता मन्दिर रोड पर गेल, यूपीसीएल द्वारा किया जा रहा था निर्माण कार्य सम्बन्धित अधिकारियों कर्मचारियों, ठेकेदारों के खिलाफ मुकदमें दर्ज किये गए।
खुदाई उपरान्त सड़क पर मलबा छोड़ने, समतलीकरण न करने, पर हुई कारर्रवाही। रात्रि में निर्माण हेतु दी गई शर्तों का उल्लंघन के साथ ही सड़क मलबा उपकरण छोड़ने, निर्माण कार्य उपरान्त सड़क को समतलीकरण न करने तथा जनमानस की सुरक्षा शर्तों का उल्लंघन करने पर कार्यवाही हुई। जिलाधिकारी के स्पष्ट निर्देश हैं कि जनमानस की सुरक्षा से खिलवाड़ एवं लापरवाही बरतने वालों के विरूद्ध सख्त कार्यवाही की जाएगी। डीएम ने कहा कि विकास कार्यों के दौरान निर्धारित शर्तों के साथ सुरक्षा इंतजाम करने आवश्यक है साथ निर्माण उपरान्त निर्माण सामग्री, मलबा हटाने तथा सड़क को मानक के अनुरूप समतल करना आवश्यक है।
