देहरादून में अब स्मार्ट सिटी परियोजना के तहत नहीं होगा नवीन कार्य

देहरादून। देहरादून में स्मार्ट सिटी परियोजना के माध्यम से अब कोई नया काम नहीं हो सकेगा। सिटीज 2.0 प्रोजेक्ट के लिए देशभर में 18 शहरों का चयन होना था, इसमें देहरादून शामिल नहीं हो पाया। इससे स्मार्ट सिटी को दोहरा झटका लगा है। प्रोजेक्ट के विस्तार की संभावनाएं तो शून्य हो ही गई हैं, सिटीज 2.0 से कचरा निस्तारण के लिए मिलने वाले 119 करोड़ रुपये भी दून को नहीं मिलेंगे। अब स्मार्ट सिटी अपने पहले से चल रहे अधूरे कार्यों को ही पूरा करेगा। अब सरकार के सामने बड़ा सवाल होगा कि क्या राज्य की राजधानी आधी-अधूरी ही स्मार्ट रहेगी।

केंद्रीय शहरी विकास मंत्रालय ने सिटीज 1.0 में देश के 12 शहरों को चुना था। इसमें देहरादून भी शामिल था। इस परियोजना के तहत दून में ग्रीन कॉरिडोर, स्मार्ट स्कूल प्रोजेक्ट संचालित किए गए थे। स्कूलों के आसपास का क्षेत्र स्मार्ट बनाया गया था। वर्ष 2023 के अंत में मंत्रालय ने सिटीज 2.0 प्रोजेक्ट लांच किया। इसमें चयनित शहरों को ग्रीन सिटी बनाया जाना था। दून स्मार्ट सिटी लि. ने भी सिटीज 2.0 के लिए आवेदन किया था। स्मार्ट सिटी के सभी प्रोजेक्टों की समय सीमा पूरी होने के कारण यह प्रोजेक्ट स्मार्ट सिटी के लिए बेहद अहम था।

अगर दून प्रोजेक्ट में शामिल होता, तो इस प्रोजेक्ट को पूरा करने के लिए 2027 तक स्मार्ट सिटी लि. को विस्तार भी मिल जाता। शहरी विकास मंत्रालय ने प्रोजेक्ट की समय सीमा 2027 तक बढ़ाने और केंद्र व राज्य सरकार को आधा-आधा खर्च करने संबंधी सहमति पत्र मांगा गया था। दोनों ही सहमति पत्र भेज दिए गए थे, लेकिन मंत्रालय की ओर से जारी सूची में देहरादून का नाम नहीं है।

119 करोड़ से चलने थे कचरा निस्तारण के कई प्रोजेक्ट

कचरा निस्तारण कर दून को ग्रीन सिटी बनाने के लिए 119 करोड़ का प्रस्ताव भेजा गया था। इस प्रोजेक्ट में वेस्ट मैनेजमेंट पर फोकस था। सिटीज 2.0 के लिए भेजे गए प्रस्ताव में कुल बजट 119 करोड़ रुपये तय किया गया था। कार्ययोजना के मुताबिक कूड़े की छंटाई के लिए 250 टन क्षमता का प्लांट लगाया जाना था। 100 टन क्षमता का प्लांट लगाकर प्रतिदिन गीले कचरे का निस्तारण करना था। गीले कूड़े से गोलियां बनाकर बायोगैस का उत्पादन करने की तैयारी थी। भवनों की तोड़फोड़ से निकलने वाले मलबे से टाइल्स और सीमेंट की ईंट बनाने का प्लांट लगाना प्रस्तावित था। अब यह कार्ययोजना फाइलों में रह गई।

नगर निगम की लापरवाही ने भी दिलाई मात

इस योजना में चयन का मुख्य आधार बेहतर अपशिष्ट प्रबंधन रखा गया था। इसमें दून पहले ही बहुत पीछे है। पिछले पांच सालों से कचरे का पहाड़ शीशमबाड़ा में खड़ा है। निगम के पास कूड़ा निस्तारण के लिए भरपूर बजट और तंत्र होने के बाद भी इस दिशा में लापरवाही का अंजाम स्मार्ट सिटी को भुगतना पड़ा। शहरी विकास मंत्रालय ने कूड़ा निस्तारण के लिए कोई नया प्रोजेक्ट दून में स्वीकार नहीं किया।
